Author: Andres Tennus

Professor in Sociology of Risk and Resilience at the University of Tartu, Kati Orru, has been appointed Associate Editor of the International Journal of Disaster Risk Reduction (IJDRR). In this role, she will contribute to the journal’s editorial leadership, coordinate the peer-review process, and promote high-quality interdisciplinary research that supports evidence-based policymaking as well as practical solutions for reducing disaster risks.

The International Journal of Disaster Risk Reduction is a leading international peer-reviewed journal in the field of risk and resilience research and is published by Elsevier. Kati Orru’s research profile closely aligns with the journal’s scope, encompassing societal resilience, vulnerability, and the development of population protection capacities.

Her research has long focused on how societies anticipate, govern, and respond to complex hazards, particularly in contexts where institutional arrangements, social inequalities, and preparedness systems intersect. The mission of the International Journal of Disaster Risk Reduction strongly resonates with this body of work.

I am highly motivated to contribute to this leading journal at a time when population protection and preparedness for hazardous events have become exceptionally urgent. We are facing the transgression of planetary boundaries, increasingly frequent extreme weather events, antagonistic threats, and a growing dependence on tightly interconnected and fragile technological support systems.

Prior to her appointment as Associate Editor, Kati Orru served as Guest Editor of the IJDRR special issue ‘What makes individuals fall through the safety nets during disasters?’, published in 2023. The special issue brought together international research analysing how social, institutional, and policy-based safety nets may leave certain groups unprotected before, during, and after disasters, and how such gaps can be reduced through long-term capacity building at different levels of society.

The International Journal of Disaster Risk Reduction focuses on interdisciplinary research aimed at understanding, assessing, and reducing the impacts of natural and human-induced hazards. The journal addresses topics such as disaster prevention, preparedness, resilience, adaptation, and inequality, as well as community-based and institutional mechanisms for risk reduction, providing an international platform for dialogue among researchers and practitioners.

Kati Orru has been Professor in Sociology of Risk and Resilience at the University of Tartu since January 2025. Since 2018, she has led the Risk and Resilience Research Group at the University of Tartu. She has supervised five doctoral dissertations and twelve master’s theses, published nearly 60 internationally peer-reviewed research articles, and disseminated research findings in several Estonian-language publications. Orru is actively involved in international research networks and working groups, including the Crisis Management Innovation Network Europe (CMINE) and networks focused on risk-related survey research.
